GUIDELINES FOR FY 1982-1986 REGIONAL TRANSIT DEVELOPMENT PLANS

Beginning this year, the guidelines for regional transit development plans (RTDPs) will apply only to small urban and regional transit systems. In preparing these plans, less effort will be required to complete necessary forms and tables. Rather, increased emphasis will be placed on the process of transit planning. Forms necessary to apply for federal (FHWA Section 18) and state assistance will appear in an appendix to the RTDP. The body of the document will constitute a progression from a statement of needs within the region to a finalized, adopted five-year transit plan. Much greater emphais will be placed on involving local citizens and decision-makers in the planning process. In short, the transit planner is encouraged to facilitate transit development within his or her region. The plan developed in the RTDP will be a clear expression of local preferences and commitment to transit within the region. The first and second years of the developmental plan are presented in sufficient detail to allow adequate capital and operational programming. A sketch plan is developed for the last three years of the plan. Rather than concocting an "ideal" system, the five-year transit plan is intended to identify what can be anticipated realistically, given policy decisions made in conjunction with the current development plan.
