APPLICATION OF THE CONCEPT OF SOCIAL NEED IN THE PLANNING OF TRANSPORT SERVICES FOR ELDERLY AND DISABLED PEOPLE
This paper considers the theoretical issues involved in a consideration of the concept of social need together with some of the attempts at at applying the concept with respect to the prevision of transport. A suggested alternative approach, based on a systematic consideration and explicit statement of the value judgements involved, is described and illustrated using data from surveys in Coventry and Wealden district, East Sussex. The usefulness of the approach in formulating policies and considering their impacts is also illustrated. It is intended that the framework could be relatively easily utilized by a public authority responsible for assessing the social needs of the elderly and disabled, by means of a household survey designed specifically for the purpose.
