THE APPROACHING OIL SHORTAGE AND PERSONAL TRANSPORT. A MODEL FOR THE OPTIMIZATION OF MODAL SPLIT

The oil crisis of some years ago has had little influence on passenger traffic in the Netherlands. After a decrease in car use in the beginning, car use has taken its old course again. Many experts are agreed that a new crisis can be expected in the near future. This crisis will be mainly caused by the running out of natural resources, while the oil crisis in 1973 had a political background. This is a report of an effort made to study how fuel consumption by passenger traffic can be diminished. The concrete problem is: which possibilities does the government have for an optimum use of oil for passenger traffic, assuming the possibility of a lasting oil shortage in the near future? Chapter II reviews the possible ways to save energy in passenger traffic by a modification of modal split. Chapter III presents a linear program model to find the optimum modal split for Dutch passenger traffic. Chapter IV includes some conclusions. (TRRL)
