UNA METODOLOGIA MULTICRITERIO PARA LA JERARQUIZACION DE INVERSIONES PUBLICAS EN PROYECTOS DE CAMINOS RURALES.

La presente publicacion fue realizada debido al interes del Instituto Mexicano del Transporte (IMT) de retomar una herramienta metodologica que apoye a los responsables de la construccion y conservacion de caminos rurales al momento de decidir la ejecucion de un proyecto sobre otro, con la finalidad de invertir los recursos economicos disponibles reduciendo los riesgos de un ineficiente gasto, asignandolos a los proyectos mas factibles y con un mayor impacto social. Este trabajo viene a revitalizar la “Metodologia de evaluacion social de proyectos de caminos rurales en Mexico” desarrollada en la Publicacion Tecnica No. 234 del IMT, la cual se centra en indicadores de tipo social. En el estudio, es utilizada la metodologia multicriterio en una seleccion de ocho proyectos de caminos rurales que conectan a cabeceras municipales en Oaxaca; cuyos resultados son consistentes tanto en la etapa de jerarquizacion por extrapolacion, como en la etapa de priorizacion utilizando el metodo multicriterio. De igual forma, se puede observar que la incorporacion de variables sociales, asociadas a la poblacion local y en la zona de influencia, afectan el orden de prioridad en los proyectos. Asimismo, es validado el uso potencial de la metodologia en estudios de evaluacion ex post. Abstract: The aim of this work is to support those responsible for the construction and maintenance of rural roads when they are determining the rank order of projects for construction or rehabilitation of rural roads, in order to employ the available financial resources with diminished risk factors, allocating them to projects more feasible and with greater social impact. This work revitalizes the "Methodology for social evaluation of rural road projects in Mexico" developed in Technical Publication No. 234 of the IMT, which focuses mainly on social indicators. This study uses the multicriterio methodology for evaluation of eight rural roads that connect municipal capitals, in the state of Oaxaca. The results are consistent in both stages, first in the hierarchization by extrapolation, and in the prioritization of projects by applying the multicriterio method. There is highlighted the incorporation of social variables that characterize the benefits in the population that inhabits the connected localities and in the inhabitants of their area of influence. Likewise, it is validated the potential use of methodology for ex post evaluation studies.
