COMPUTER PROGRAM SIGSET FOR CALCULATING DELAY-MINIMISING TRAFFIC SIGNAL TIMINGS DESCRIPTION AND MANUAL FOR USERS

Starting from conventional data describing a signal-controlled road junction and the pattern of traffic passing through it, the computer program SIGSET checks whether the specified traffic is within the practical capacity of the junction and, if so, calculates signal timings which minimise the estimated average delay per unit time for the specified traffic, subject to the usual constraints on the durations of the cycle and of particular green periods. The calculated timings provide a basis for setting the maximum green periods of vehicle-actuated signals, or the green periods of fixed-time signals. SIGSET accepts the data and provides output in terms which are largely familiar to practising traffic engineers. It is thus intended for everyday use by them without recourse to specialists in computing or in the theory underlying the calculations. The program has been quite extensively used for a number of years, and this manual draws together earlier documentation and augments it in the light of experience, especially in relation to the scope and applicability of the program and the treatment of opposed turning traffic. The facilities provided by the program are described and illustrated by examples and detailed instructions for data preparation are given. Current developments based on SIGSET and its companion program SIGCAP are mentioned.
