Decarbonising Transport

In November 2020 the United Kingdom government announced a 10-point Green Industrial Revolution plan, calling for the development of a comprehensive strategy for the decarbonization of the country's transportation systems. Such a plan, built around a broad industrial strategy taking account of carbon prices and environmental, social and economic factors, would put the country on the right path to meet interim carbon emissions and achieve zero emissions by 2050. Major changes will be required in the movement of people and goods, implemented through a systems-based approach. The Transportation Research Laboratory (TRL) has a deep understanding of transportation innovations and their social impacts, and the required changes to policies and regulations, market structures and energy systems. The public's experiences, choices and motivations are of paramount importance in the management of a transition to zero carbon emissions. The author presents three approaches to decarbonization: 1) Transportation demand management and promotion of changes in travel behavior towards public transportation, active travel and the elimination of unnecessary trips; 2) Research and innovation in low-carbon technologies and energy sources that are sustainable, flexible and resilient; 3) Improvement of the efficiency of transportation by increasing vehicle occupancy, loading factors and optimization of transportation systems. This paper identifies five necessary research areas: Systems modeling to support decision-making; Technology development, monitoring and evaluation; Stimulation of demand for operational efficiency; Zero carbon emissions planning and auditing; Modeling of climate adaptation and resilience.
