ANALYSIS AND PREDICTION OF HIGHWAY CONDITION
This report summarizes procedures being developed by the NYSDOT's Planning Division to analyze and predict highway condition on the NYS touring route system. The report describes a detailed highway condition projection model, presently being programmed, for the purpose of projecting presently being programmed, for the purpose of projecting highway condition for each section of the NYS highway system. The model estimates future condition by deteriorating each highway pavement downward from its present condition according to deterioration rates for pavement classes. Rehabilitation policies can be specified by the analyst at various points in the life of the pavement, and the resulting cost to agencies responsible for highway improvement can thus be estimated. The model also estimates user costs resulting from highway improvements, thereby permitting a cost--benefit analysis of different rehabilitation actions.
