Understanding these principles can assist in identifying safety issues and selecting the most effective countermeasures to address those issues on local and tribal roads. Using plain language, this report provides the practitioner with information on the effects of road users actions on roadway safety and how, when, and where to use this information to improve safety on their roadways.
