ECONOMIC FACTORS DECIDING THE DEMAND OF PUBLIC TRANSPORT IN URBAN AREA

The aim of the study is not to analyse public transport from the standpoint of national economy but from the narrower aspect of financing. Therefore the account is limited to only one of the factors deciding the choice of means of transport, the price of public transport. The first chapter views the development of increasing subsidisation of public transport. The second chapter discusses factors influencing the demand for public transport, e.g. pricing, time-related factors, aspects of quality, availability and social prestige. A number of studies have shown that the direct cost is of relatively low importance as regards the choice of means of transport. The concept of fare elasticity and problems in connection with measurement and elasticity are theoretically discussed. Further conclusions may be drawn from various studies and differential elasticities are presented; large cities vs. small cities; size and direction of fare changes; length of trips; different travel purposes; rush-hour vs. non-rush-hour; type of ticket; different means of transport; generalized travel costs. In Sweden only a few studies of fare elasticity have been made and these are briefly outlined. The last chapter is devoted to a discussion concerning the income distributional effects of public transport subsidies; the stress is laid on Swedish conditions. (TRRL)
