Policy Study on the Construction of a Standards System for Dangerous Goods Transportation in China

With the development of the global petrochemical industry and increasing volume of dangerous goods transportation in China, it is more difficult for the Ministry of Transport (MOT) to supervise dangerous goods transportation. As an effective technical methodology, government standards are playing an increasingly important role in strengthening supervision; MOT pays attention to standards set for dangerous goods transportation. By 2019, 16 national standards (GB) and 36 transportation industry standards (JT) had been implemented, which support safety management of dangerous goods transportation on roads and waterways, but there are also some problems, such as an insufficient number of standards and imperfect standards system. This study focuses on basic elements of dangerous goods transportation process, such as system infrastructure, equipment, transportation, and management services. The structure of standards system and 39 standards demands were analyzed to construct a standards system. The main policy of standardization was suggested to provide technical supervision support.
