A HIGHWAY TO MEET AND RETAIN ITS ENVIRONMENT AND HABITAT. THE COQUIHALLA ROUTE IN BRITISH COLUMBIA, CANADA

The levels of service ratings used in Canada are outlined and the anticipated low levels of service predicted for 1986 in the Fraser Canyon section are shown. This provides reasoning for the need of the new Coquihalla Route now under construction through the coast mountains. In the description of the terrain and highway design and survey which follow, geotechnical investigation is outlined followed by details on air photograph mapping, ground survey, perspective plotting and photomontage procedures. The intention is to protect the wildlife habitat, retain the wilderness environment and to protect and replace human settlement and employment on or near to the highway construction. Finally the paper deals with the single most challenging aspect of the highway construction and future maintenance, which is the weather and its effects. The extreme snow-falls and avalanche hazards are outlined, along with the measures taken to assess the avalanche extent and necessary protection, and the avalanche management measures and procedures required for the future based mainly on the extensive experience the province has had in other areas.(a) (TRRL)
