THE USE OF TOLLS TO FINANCE BRIDGE AND ROAD CONSTRUCTION THROUGHOUT THE WORLD

This paper is intended to present an overview of the procedure under which tolls are used to finance projects throughout the world; to briefly indicate the history of toll financing usage; to show some reasons for the adoption of the method and to indicate the results which have been achieved. There are no "free" roads. All roads are financed from some source; usually the source is the tax on the fuel used by the vehicles, frequently augmented by other tax means. There have been, of course, many methods used to develop transportation improvements over the years. As the growth of the automobile increased, the pressure for modern, up to date, paved surfaces has accordingly received more attention in all levels of government. The use of toll charges - a method in which the user pays for the bridge, tunnel, ferry or turnpike as he uses it - continues to have an appeal in specific cases. The now world wide use of this method of financing is the subject of this paper. (TRRL)
