The investigation deals with the following questions: does the law and the traffic arrangements meet the imposed criteria, does the general behaviour correspond to the purpose of society, how does the law affect the general behaviour and how do society and individuals choose between freedom of movement and safety. The investigation looks at the safety of city traffic simultaneously from several different viewpoints. Safety has been studied in connection with freedom of movement. Both the measures of society and individual have been studied. (TRRL)
