QUALITY CONTROL OF PAVEMENT LEVELS, THICKNESSES AND SURFACE SHAPE
Random measurements of surface level departures from design were taken from a large number of pavement construction jobs. Results were separated into two groups, representing two quality levels, depending on plant and method of process control employed. Anticipating better quality control under statistical acceptance procedures, the use of the 0.15 and the 0.5 fractiles of the distribution of standard deviations for each quality level is suggested to define two different objectives: a 'critical' and a 'normal' quality requirement, respectively. The components of variance due to sampling and testing, construction and survey variabilities were separated for each quality level. The 'critical' or the 'normal' components of variance were then used to calculate specification target standard deviations for four different options of construction standards, which reflect different quality requirements, viz. Freeway, highway, urban arterial and rural local standards. An approach to the formulation of specification criteria is outlined for a common construction situation, viz. A highway construction where pavement thickness and rideability represent the principal design and control objectives. An outline of specification clauses which are appropriate for this situation is presented for consideration (a).
