A REVIEW OF MEASURES OF SIGNALISED INTERSECTION PERFORMANCE

The report presents a review of the literature on performance-level measures at signalised intersections. Terminology is reviewed, and a large set of candidate performance-level measures reported in the literature is reduced to a recommended set of measures by testing them against various criteria. The final set of selected measures are perceived budgeted delay, incremental energy and air pollution, and conflict rate. Finally, a review of the techniques (both empirical and theoretical) used to determine these selected measures is given. (Author/TRRL)
