HIGHLIGHTS OF TRUCK AND RAIL REGULATORY REFORM IN THE 96TH CONGRESS

One of the first things that both shippers and carriers have to realize is that there are new laws and that the new laws provide substantial changes in the purchasing of transportation services, especially in the area of pricing. These new laws should not be viewed hastily as the sum of their parts. Rather, the laws should be viewed as a whole, recognizing the delicate balance between carriers and the shipping public and the intent of the U.S. Congress to reduce economic regulation of motor carriers and railroads to a minimum, consistent with the public interest. This paper discusses these and other issues related to the shipper-carrier relationship. (Author)
