THE CIVIL ENGINEER MUST BROADEN HIS OUTLOOK
There is need in the civil engineering profession for greater environmental sensitivity and greater awareness of managerial techniques. Civil engineers can improve the projects they design, construct and maintain by understanding that their actions have social, economic and environmental effects as well as technical effects. Environmental Sensitivity may be nurtured by improving the quality of the environmental education of engineers. An example of a transport engineering project in which strong environmental sensibility was essential was the construction of the I-95 through Philadephia. Civil engineering design, construction and maintenance may also be improved by engineers having greater influence in the political and corporate entities that employ them. This can be accomplished by ensuring that the civil engineer is capable of being a manager. A civil engineer with some training in business or public administration often makes a good manager. The effective civil engineer must know about computer analysis, be comfortable dealing with persons with a wide variety of managerial skills, and willing to absorb some of these skills himself. A more flexible frame of mind must be fostered. Swift and aggressive action will shorten the time necessary to reeducate both students and current practitioners.
