RAIL POLICY. A STATEMENT BY THE BRITISH RAILWAYS BOARD OF ITS POLICIES AND POTENTIAL FOR THE 1980'S

This report highlights the critical situation now faced by British railways. The railway board's objectives are stated, and cover the financial, freight and passenger aspects of their operations. The importance of controlling and reducing operating costs is considered, together with the need for continuous investment in the railway assets to maintain and improve standards of service. The consequences of failing to do this are presented. Details are given of British rail's income and expenditure, and the complex nature of railway financing is discussed. Reference is made to some recent examples of progress, in the application of new technology and the provision of freight and passenger services; some possible opportunities for the 1980's are listed. Finally a policy and programme for the next decade is suggested and discussed.
