METHODS OF EVALUATING LARGE-SCALE URBAN TRANSPORT PROJECTS: FINANCIAL ASPECTS

METHODES D'EVALUATION DES GRANDS PROJETS DE TRANSPORT URBAIN: ASPECTS FINANCIERS

This report was drafted by a working group whose task was to study the current practices of the financial evaluation of projects and to define rules for clarifying these practices. The first approach to the investigation of investment expenditures is to compare their quantifiable differences for each type of infrastructure and the different financing methods according to project types. The second approach is to highlight the operational costs for each type of transport (train, underground railway, tram, rapid transit, surface public transport). Attention is drawn to the difficulties encountered in a comparison of costs between different modes. An annex deals with the recovering of the value added tax, financing rules, loans to local communities, and maintenance costs of the road network in a large town. (TRRL)
