GUIDELINES FOR LORRY MANAGEMENT SCHEMES
This report is concerned with lorry management schemes which control the movements of lorries rather than static aspects such as parking and siting of depots. These schemes need to be assessed to ensure that they alleviate the problem and produce a net benefit at a reasonable cost. The scheme evaluation procedures are outlined together with the costs and benefits: direct survey, planning, signing and enforcement costs, costs to vehicle operators, congestion costs, accident and road wear costs, and environmental effects. Details are given of the procedures and techniques used to implement the schemes selected; this covers the order-making authority, purpose and form of lorry management orders, access to premises, exceptions, and statutory procedures governing the making of traffic regulation orders. The last part of the report deals with the operational aspects of the schemes. (TRRL)
