Transport Trends and Economics 2018-2019 - Mobility as a Service
Mobility as a Service (MaaS) supplies end-to-end trips by combining different transportation modes from different providers under a single platform and service provider for trip planning, scheduling, ticketing, and payment. While still an emerging field, there is a growing body of literature documenting that MaaS shows great promise as a mobility concept with expected economic, social, transportation, and environmental benefits. The first chapter of this report discusses MaaS concepts, objectives, actors, models and development. The second chapter examines digital enablers of MaaS. The third and fourth chapters describe car-sharing and bike-sharing, respectively. The fifth chapter explores MaaS cost, risk, and revenue challenges. The sixth chapter looks at infrastructure challenges. The seventh chapter offers conclusions and recommendations. Recommendations include: achieving appropriate methods of data sharing; setting out a clear vision and strategy for implementing MaaS; supporting interoperability standards; addressing physical infrastructure challenges; supporting MaaS partnership models; working toward high-level objectives such as minimizing environmental and human health impacts; supporting transport infrastructure providers; and, providing platforms for knowledge exchange.
