Road Safety Developments a Year Before the Sustainable Development Goals Target Deadline to Halve Road Crash Fatalities-The Safety System Concept to Make Roads Safer

Road traffic accidents cause more than 1.3 million deaths and 20 to 50 million non-fatal injuries per year. Changes to road safety are desperately needed across the globe in order to reduce these high numbers. This report provides evidence from countries with effective road safety systems, along with experiences from the maritime and civil aviation industries, and offers recommendations on how to prevent accidents, protect occupants during accidents, rescue victims after accidents, and incorporate lessons learned from previous accidents in order to keep improving in the future. In particular, this report focuses on the system safety concept. A national road safety system consists of four pillars and five areas. The four core pillars are: road users, vehicles; infrastructure, and post-crash response. Road safety management is an overarching pillar. The four core areas are: legislation, enforcement, education, and technology. The recommendations shared in this report can be utilized by all countries to develop an effective national road safety system.
