Zero-emissions from city logistics by 2030? Available means and incentives

Norwegian Government has set objectives that by 2030, all new vans are to be zero-emission vehicles, and goods distribution in city centers virtually emissions-free. This report presents estimates on the number of vehicles, transport activity, and CO₂-emissions from goods distribution in Norwegian cities, including vans used by mobile service providers. The authors further project the share of electric vehicles in new vehicle sales and the total fleet, for 2025 and 2030 respectively. Projections for Norway as a whole are compared with assumptions in the 2019 National Budget and National Transport Plan 2018-2029. Calculations indicate that given an exponential development trend, it is likely that 100 % of new vans sold in larger cities is electric in 2030. However, achieving virtually zero-emission goods distribution in city centers is more uncertain. Finally, the authors carried out a literature review on examples of municipal and county measures for reducing transport activity and emissions from city logistics.
