Global Roadmap of Action: Toward Sustainable Mobility

The Global Roadmap of Action (GRA) toward sustainable mobility (SM), a project led by the Sustainable Mobility for All coalition, seeks to identify effective policy measures to achieve sustainable mobility. Many attempts have been made to develop action programs and policies for SM but GRA is unique: it proposes a coherent menu of policy actions to achieve the sustainable development goals (SDGs) and the four policy goals that define SM (i.e., universal access, efficiency, safety, and green mobility). Past programs and action plans too often focussed on one policy goal or only one transportation mode. This resulted in progress on certain areas of transportation, but never achieved overall transformation of mobility. GRA defines a path for countries to attain the SDGs and achieve the four SM policy goals, offering a methodology to draw action plans tailored to a country’s conditions. GRA represents the best available knowledge on policies for SM, making three important contributions to the policy agenda on mobility: 1) It charts mobility performances of 183 countries. 2) It provides a catalog of policy measures that have been used and tested around the world to achieve one or more of the four policy goals. 3) It provides a methodology to extract from the broad catalog of measures those that are most effective and relevant in a country’s context. Those policy measures form a prototype action plan consisting of nearly 30 policy actions for a country to prioritize. GRA relies on a scoring approach to filter the catalog of policy measures. Each policy measure is assigned two scores: an impact score to measure the impact on each of the four policy goals, and a country-relevance score to measure the relevance of this policy measure by country group. Prototype action plans are derived by selecting the measures that have the highest scores on both impact and country relevance. A product of GRA is a web-based tool for practitioners and decision makers, making the framework easily available and usable for policy making. This tool enables users to derive and customize a series of action plans tailored to their country’s performances on mobility.
