Electric Vehicle Guidebook for Indian States
State governments have an important role in developing the market for electric vehicles (EVs). They can complement their national government's policies with actions suited to local conditions, and act as a link between national and local or city governments. To assist state policymakers in designing robust EV policies, this handbook identifies international best practices in promoting electrification. All the suggestions in the handbook are derived from reviews of EV policies and strategies in 32 states, provinces, and major cities in India and across the world. These areas have highly ambitious programs promoting EVs and are leading with comprehensive policies to increase EV adoption. This handbook identifies an effective strategy and selects policies that can be used by state governments in India. The handbook: 1) Introduces an EV policy development cycle, which state governments can follow in both EV promotion and stakeholder integration. 2) Details the five components of this policy cycle, which policymakers can use to design a strong EV strategy: i) identifying EV development opportunities; ii) understanding the obstacles to the diffusion of electric mobility; iii) developing an EV policy package; iv) implementing policies and evaluating their outcomes. 3) Recommends policy actions to address five market barriers for EV development. 4) Links recommended measures with real-world practices via a case study. The handbook covers battery EVs and plug-in hybrid EVs, but fuel cell EVs are not included because their technology and infrastructure is still at a beginning stage. The handbook applies to private, public, and commercial vehicles, including two-, three-, and four-wheel vehicles.
