Measure M: Lessons from a Successful Transportation Ballot Campaign
This report discusses the passage of a 1/2 cent sales tax increase to finance transportation in Los Angeles County in November 2016. The measure, Los Angeles County Traffic Improvement Plan, or Measure M, passed with 71.15% of the vote. It is expected to fund 50 transportation projects over forty years with a focus on expanding public transportation. Over 65% of the Measure M revenue is intended for transit and construction of new rail and bus rapid transit connections. This report looks at how Measure M was passed in the largest county in the U.S., an area with a diverse electorate with only a small percentage of regular transit users. A dataset of interviews created by LA Metro is used to explore the thinking behind Measure M and how coalition politics was a crucial aspect to its passage.
