Automated Vehicle Safety Expert Panel: Engaging Drivers and Law Enforcement

The expanding presence of automated vehicles (AVs) will affect highway safety, and two groups in particular will be impacted: law enforcement agencies and state highway safety offices (SHSOs). On May 8, 2019, a panel of experts summoned by The Governors Highway Safety Association and State Farm gathered to discuss the most pressing safety issues related to automated vehicles and to provide recommendations on ways to address these issues. The panel observed that SHSOs vary in their involvement in AV-related policies and programs. Challenges include: the need for additional testing on public roads; difficulty in allocating funding for AV programs; and the possible need for AV communication messages to be approved by the National Highway Traffic Safety Association. Nevertheless, there is a range of opportunities for SHSOs to use their influence and reinforce their role as state highway safety leaders. Similarly, challenges exist for law enforcement agencies. These include: identifying highly-automated vehicles (HAVs) on the road; communicating with HAVs on the road; AV compliance with traffic laws; disabling automated systems if needed at roadside traffic stops and crashes; crash reporting; and fault and liability. The white paper concludes with a list of operational recommendations for law enforcement and SHSOs.
