Private industry's role in keeping the permanent way more permanent

A few years ago at a PWI Convention, Bill Killinger, of Roberts Construction, posed the question: “If you were going to put in a swimming pool, would you do it all yourself or would you call in a contractor.” In posing this question he asked us to look at the choice as to who would perform the various processes or supply the materials involved. I'd like to go into these in more detail.
