Human resources - why the new concern

In May 1975 a meeting was held to determine whether or not we would consider a change of style in the management of our workshops. As the information changes - so usually does the decision. The decision we should have made in May '75 has already been made. The A.C.T.U. affirmed at its Congress that worker participation in management would be its goal. It is anticipated that a firm policy statement will be made within twelve months. Unlike the superficial and fleeting fascination for human relations about a decade ago, this has every appearance of coming from a significant change in management philosophy that is expressing itself in a permanent alteration to the corporate structure.
