Operating the Marina Coastal Expressway Tunnel - One Year On

Singapore’s fifth urban road tunnel along the 5km-long Marina Coastal Expressway (MCE) was implemented by the Land Transport Authority (LTA) and opened to traffic on 29 December 2013. It is the widest road tunnel in Singapore, with five lanes going in each direction. MCE provides a vital link between eastern and western Singapore, joins the existing Kallang-Paya Lebar Expressway (KPE) tunnel along the north-eastern corridor, and provides direct connections to the new downtown in Marina South. This paper looks at the new features in MCE that help to enhance tunnel operations and safety. The design and operations of the tunnel are aimed towards achieving sustainable tunnel operations, from social, economic, environmental perspectives, and this will be described throughout the paper. The paper also shares operational challenges leading up to and after the opening of MCE, and how they have been overcome by the tunnel operator – Intelligent Transport Systems Operations (ITSO) in LTA.
