Research on Railway Public Welfare Transport Compensation Mechanism
The railway transportation system has been responsible for public welfare transportation for a long time. Due to the unclear dividing line between the railway public welfare transportation and the operational transportation, the cost of the public welfare transportation cannot acquire the corresponding compensation. As a result, the railway enterprise must bear the loss. Therefore, it is necessary to discuss the pricing of railway public welfare transportation and the corresponding compensation mechanism. Through the analysis of the current pricing policy of railway freight price, the problems of the current freight pricing and the public welfare transport price are discovered. Moreover, based on the theory of externality, stakeholder theory, and the competitive market theory, through the foreign related cases and the reference of the state to other transportation industry subsidies, the state’s compensation mechanism for railway public welfare transportation is discussed.
