A Case Study of Global Best Practices in the Reorganization of Air Traffic Control Services
This article presents alternative solutions for reorganizing how air traffic control (ATC) services operate. The author notes that the 21st Century Aviation Innovation, Reform and Reauthorization Act (AIRR) of 2017 brought the ATC privatization debate back to front and center. However, this debate has thus far been characterized as a binary dispute between the current situation of government ownership and management and “privatization.” The author of this article proposes a wider perspective, looking at global best practices for a spectrum of potential solutions. The author uses the case study of the Bahamas, which recently reorganized its provision of ATC services. The article concludes with a brief discussion of the vital role of self-regulation in any consideration of ATC organization.
