OIL AND HAZARDOUS MATERIALS CONTINGENCY PLAN FOR PREVENTION, CONTAINMENT AND CLEANUP FOR THE STATE OF MAINE
The purpose of this contingency plan is to provide information and recommendations regarding possible oil or other hazardous material spills along the coast or the waterways of Maine to responsible elected and appointed officials and community leaders in municipalities exposed to this danger. The information and recommendations set forth in the plan should help municipalities to react promptly to local spills or in the case of a major spill threatening the Coast of Maine. Obviously, only guidelines can be provided at this time... but this basic information should enable individual municipalities to start organizing local personnel and equipment to prevent spills and to contain or remove them if a spill does occur. An important part of this published plan is that it gives information to local municipalities regarding the availability of additional help from state and federal agencies if such help is needed. The information and guidelines published in this plan will be subject to continual revision as technology in this field progresses. The plan was prepared and written by the Portland Harbor Pollution Abatement Committee, with the cooperation of interested State and Federal agencies.
