The planning and coordination of road safety research should follow from the establishment of specific targets taking into consideration the complex character of traffic safety. The paper outlines methodological principles for setting up a system of objectives, demonstrates the importance of road safety measures and research guidelines, and gives an example of the practical use of the principles outlined.
