COMMENTS ON THE CONCEPT OF AN INTEGRATED TRANSPORT PLAN

CONSIDERACIONES SOBRE LA BASE DOCTRINAL DE UN PLAN INTEGRADO DE TRANSPORTES

After describing (1) the philosophy on which an integrated transport plan must be based and (2) the objectives of the latter as regards the economic development of a region or A country and the efficient use of resources, the author emphasizes the advantages of integral planning. Details are given of the integral planning process and the best adapted methodology: definition of objectives (political, social, technical and economic), planning from the point of view of space and time; data collection; application of models; provisional studies; consideration of alternatives and selection taking into account the special characteristics of the transport infrastructure, investment evaluation tools and complexity of the determination of costs and benefits; feasibility study; application of necessary measures to correct possible errors.
