FRAMEWORK FOR ANALYZING MARINE ACCIDENTS
The purpose of this paper is to present a framework for analyzing marine accidents that will enable public officials (or anyone responsible for setting maritime policy) to assess a wide variety of strategies without conducting extensive, time-consuming descriptive analyses. This initial assessment can then be used to focus on those strategies that seem most promising, in the context of public policy determination.
