Improving safety for pedestrians and cyclists at roadworks

Australia’s major cities are seeing an ever growing number of large infrastructure projects being constructed to meet future population growth and maintain economic competitiveness. These projects are frequently subject to tight design and space constraints, including requirements to maintain existing traffic capacities. These limitations can pose conflicting interests amongst road users often resulting in adverse knock on effects on Vulnerable Road Users (VRUs)(Bilton, 2012). To mitigate these potential negative effects and help bring about a more balanced approach to traffic management that considers VRUs adequately and equally, the Metro Tunnel Project (MTP) alongside VicRoads and other key stakeholders, have developed comprehensive guidelines in relation to the consideration of this user group around work sites. This paper provides some background on current issues in practice and legislation on the topic and provides an insight into the Guidelines that have been developed.
