ALTERNATIVE INLAND TANK BARGE DESIGNS FOR POLLUTION AVOIDANCE

This paper presents an interim progress report on a study being undertaken jointly by the Maritime Administration and the U.S. Coast Guard to investigate alternative inland waterway tank barge designs for pollution avoidance. The study develops a comprehensive fleet profile for tank barges carrying oil to which analyses of historical oil spill data, field damage survey data and life cycle costs for different construction and reconstruction barge design configurations are applied. Twelve such representative design configurations, (five new construction and seven reconstruction), in three size groups are developed from which life cycle costs for the entire fleet can be determined. A methodolgy for extending life cycle costs to more comprehensive economic analyses is discussed.
