The Roadside Inspection Selection System (ISS) for Commercial Vehicles

The Inspection Selection System (ISS) was developed as part of the ASPEN roadside inspection software system, in response to a 1995 Congressional mandate calling for the use of prior carrier safety data to guide the selection of vehicles and drivers for roadside inspections. The ASPEN system includes software to help conduct roadside commercial vehicle/driver inspections with portable microcomputers, including hand-held pen-computers. ASPEN includes electronic transfer of inspection results, and electronic access to carrier safety performance data and commercial driver license status data. In short, the ISS is designed to help better distribute roadside inspections among motor carriers and target those with prior poor safety performance. This document includes: Purpose and definition of the ISS; Development of the ISS; Detailed explanation of the ISS; Testing and refinement of the ISS; Discussion of benefits; and Evaluation survey results.
