Safety, particularly traffic safety, is the result of a series of decisions by those who are involved in traffic and traffic technology. Safety is mainly determined by care, skill and discipline. A high safety score has been reached for some traffic systems, especially in countries where much attention has been paid to safety controls and directions. However, the human being proves to be the weak link; his task needs to be simplified by the introduction of new elements in the system and by improving his training. (TRRL)
