MASTER PLANNING CONSIDERATIONS FOR THE PORT OF LOS ANGELES

In this paper the author discusses some of the many considerations that should go into the preparation of a port master plan. He points out the fact that most ports of the world have been constructed to meet the specific needs of a particular time and place and these needs may no longer exist or they have changed quite radically. Also, he states it must be recognized that no single entity can plan independently to achieve its own goals and objectives without coming into conflict with adjacent planning jurisdictions; consequently, only through a cooperative effort can safisfactory results be achieved. The author stresses the importance in port planning of having a good data base from which to work. In conjunction with the total port planning effort, an in-depth marketing study is an essential requirement. The marketing study should, insofar as possible, take into account the plans of competing ports, what facilities they plan to build, where and when. The author emphasizes that a master planning process is a never-ending effort since adjustments and modifications should be continuously made in the light of changing circumstances and technology. A master plan should not be an inflexible document, but should be changed with changing technology and the trade patterns of the port.
