Road Weather Information Systems Life Cycle Cost Analysis

The Aurora Pooled Fund program public road agency partners have a need to better plan for on-going costs associated with Road Weather Information Systems (RWIS). This project will develop guidelines for determining RWIS long-term, life cycle costs and will ultimately help answer questions such as: (1) What is the optimal point for agencies to replace RWIS components? (2) What level of RWIS replacement funding on a per site basis is needed each year to achieve a corresponding target class age over a 3, 4 or 5 year period? and (3) How should agencies address and fund the replacement or repair of components where the technology is constantly changing (such as communications)? Life cycle cost considerations will include capital costs (such as hardware and software) and future costs (such of ongoing operations, maintenance, rehabilitation, communications and replacement costs). Life cycle RWIS costs will be provided per site as well as for individual RWIS components, if possible. To execute this project, Aurora will utilize consulting support services from AECOM Technical Services, Inc. Scope of work tasks include: (Task 1) Perform Literature Search; (Task 2) Define RWIS Life Cycle Elements; (Task 3) Gather RWIS Manufacturer Information; (Task 4) Conduct Survey; (Task 5) Develop Life Cycle Cost Guidelines; (Task 6) Develop Final Report; and (Task 7) Meetings, Reporting and Closeout Webinar.
