TREND ANALYSIS OF THE LACK OF SAFETY IN TRAFFIC. DESCRIPTION OF THE LACK OF SAFETY IN THE PERIOD 1964-1976 AND THE EXPECTATIONS FOR 1977-1979

To improve the suitability and adequacy of the traffic safety policy a systematic approach is needed, by which the policy process is made more explicit. Main elements in that policy are the selection of areas of attention and problems, the selection of measures and the indication of priorities in its execution. Therefore there is a need for (1) a good idea of the lack of safety in traffic, (2) criteria for the selection of problem areas and (3) criteria for the selection of measures. This study on the trend analysis is aimed at the first. The study is twofold; as weell as a description of the lack of safety in the recent past, expectations for the future are presented. The development of the lack of safety is different in many aspects since 1973. Changes due to the energy crisis and safety measures have made it difficult to set up trend expectations. (TRRL)
