Measuring Automated Vehicle Safety: Forging a Framework

This report presents a method for measuring safety in automated vehicles (AVs), for companies, policymakers, and the public. The authors considered how to define and measure safety for AVs, and how to communicate what is already known. Because of the limited extent of AVs' on-road deployment so far, the authors consider options for proxy measurement, and how safety measurements could be made on closed courses or by simulation. Key concepts and the kinds of measurements that might be made are identified. The authors present a framework for thinking about how to measure safety at different stages of an AV's development, and propose their novel kind of measurement. While the close guarding of AV information limits the amount of data that are publicly available or shareable between companies and with the government, the report highlights the kinds of information that could be presented in support of AV safety.
