TERMINAL CONGESTION IN THE PORT PLANNING PROCESS

The investigation described in this paper has yielded considerable insight into the parameters that affect ship waiting times. However, at the present time the analysis is insufficient to yield reasonable estimates of average ship waiting times for a wide range of cases. The state of the art is particularly crude in the case of multiple lobes or extremely low coefficients of variation. Nevertheless, even though general rules-of-thumb cannot be given for estimated waiting times for complicated trading patterns, the simplicity of simulation achieved by using the model presented here suggests that this method could be used to advantage for the evaluation of port planning problems on a case-by-case basis. The model adapts easily to sensitivity analysis and, thus, can provide a reasonable level of confidence, even if restrictive assumptions are applied.
