THE FUTURE FOR LOW-COST IMPROVEMENTS TO THE TRANSPORTATION SYSTEM

When the economic downturn of recent years arrived with its economic stringencies, it slowed the rate at which major new schemes could be implemented, and consequently increased the expected life times of many of the low-cost alternatives. This increased the economic efficiency of the low-cost alternatives in comparison with the high-cost improvements. This paper examines how the optimization of available economic resources can change the emphasis of high-cost and low-cost alternatives and postulates the future for low-cost improvements. (TRRL)
