KEYNOTE ADDRESS: TRANSPORTATION AND ENERGY
The major transportation issues that result from the need to adequately distribute the nation's fuels to the transportation sector and all other uses must be identified if solutions are to be attempted. The National Transportation Policy Study Commission (NTPSC) Final Report quantifies six such issues: upgrading and expansion of the railroad network; supplementing bulk interior rail transportation with improved waterways and by slurry pipeline; equipment improvement of bulk facilities at ports; study and provision for increased local coal haul on the nations highways; increased use of off shore petroleum and Colorado Plains Coal; and acceptance of a long range nuclear waste handling, transporting, and storage policy. Without a comprehensive national transportation policy these questions will severely compound the deficiences our transport network is facing. By recognizing and attaining free market capabilities, the industry should be able to cope with future demands.
