FLAGS OF CONVENIENCE OR FLAGS OF NECESSITY

Captain church begins the interview by defining the terms "flags of convenience" and "flags of necessity" and then goes on to examine the history and current status of U.S.-owned foreign-flag shipping and in particular petroleum transportation. He discusses the pros and cons of flags of convenience and attempts to debunk some of the myths regarding the safety and maintenance of U .S. owned foreign flag vessels. He briefly compares the safety record of the U.S. flag fleet with that of foreign flag fleets and reasons for the unwillingness on the part of tanker companies to man their vessels with U.S. maritime union personnel. The interview concludes with a brief discussion of cargo preference and the future of flags of convenience as Third World nations take a growing interest in petroleum transportation.
