GRADE-CROSSING SAFETY PROGRAM: GAINS CONTINUE, COMPETITION FOR FUNDS TIGHTENING

Steady decline in grade crossing fatalities since 1967 supports continued government participation in this phase of highway safety. While the federal role has been defined, the author contends that states should be responsible for maintenance costs associated with crossing surfaces and warning devices. While highway traffic control devices for crossing have been standardized, the need for similar action for audio-visual devices aboard locomotives for crossing warning is being met by a new research program.
