Road Safety Audit and Road Safety Inspection on the TEM network

The Trans-European North-South Motorway Project (TEM), established in 1977, is a cooperation between central, eastern and south-eastern European countries, with the UN Economic Commission for Europe as executive agency. The purpose of TEM is to improve the quality and safety of highway transportation and reduce disparities between motorway networks in different European regions, and to assist the integration of European transportation infrastructure systems. Road Safety Audits (RSA) and Road Safety Inspection (RSI) can help. A mandatory implementation on the network would increase the use of the procedures so that RSA and RSI become routine. Most of the TEM member states have partly implemented RSA and RSI, and have guidelines available. The procedures are not yet part of everyday operations in some countries and there are differences in national approaches to implementation.
